Network connection only when Arduino 'Serial Monitor" is on

Can't get the board to connect to my network at al, unless the Arduino "Serial Monitor" is running!

Any ideas what I am doing wrong?

That's odd. I don't see what the link is between "Serial Monitor" being turned ON and network access ... Is it possible for you to try another board? Maybe you have a faulty board ...
